Sh Sanjay Varghese, Director (Finance) is a Commerce graduate from the University of Allahabad and a Chartered Accountant as well as a Cost Accountant.
He is on deputation from HPCL, since March 2022, and has an extensive experience of around 30 years in Finance, Accounts, Pricing and Tax.
He has worked at depots/Regions/Zones & HQ of HPCL in various roles.
At PPAC he is looking after pricing of petroleum products, administration of subsidy schemes for LPG-DBTL/PMUY, North East Gas subsidy and scheme on promotion of Indian flagged ships besides providing inputs to MoP&NG on various policy/pricing and tax related matters.
Sh Niren Bhattacharyya, Additional Director I/c is a Bachelor in Mechanical Engineering having more than 30 years of experience in Oil industry.
He has worked at various level of marketing functions of Indian Oil Corporation.
He has started his career in oil industry since 1991.
Sh Bhattacharyya has joined on deputation to Petroleum Planning & Analysis Cell (PPAC) an attached office of MoPNG in May 2019.
At PPAC he is looking after the country’s data management on supply side covering Crude Oil & Natural Gas(NG) production for both indigenous & overseas, Indian refineries crude oil processing , Import & Export of Crude oil and Petroleum products including LNG.
Also looking after country’s consumption of NG.

Sh Jagdish Chander, Additional Director (Marketing & Quality Assurance and additional charge of HR/Admin & Coordination), is a bachelor’s in mechanical engineering having more than 32 years of varied professional experience with 30 years’ experience in Oil Marketing Industry.
Sh Bharti Chamoli, Additional Director I/c (Gas) is a mechanical engineering graduate having more than 25 years of experience in the Oil Industry.
He has worked at various levels in Marketing Division of Indian Oil Corporation Limited in field locations as well as its Head Office.
Sh Chamoli joined PPAC in 2024 on deputation from Indian Oil Corporation Limited.
At PPAC, he is looking after management & analysis of Data and Policies related to Production, Consumption & Pricing of Natural Gas in the country.
