Sh Sanjay Varghese, Director (Finance) is a Commerce graduate from the University of Allahabad and a Chartered Accountant as well as a Cost Accountant.
He is on deputation from HPCL, since March 2022, and has an extensive experience of around 30 years in Finance, Accounts, Pricing and Tax.
He has worked at depots/Regions/Zones & HQ of HPCL in various roles.
At PPAC he is looking after pricing of petroleum products, administration of subsidy schemes for LPG-DBTL/PMUY, North East Gas subsidy and scheme on promotion of Indian flagged ships besides providing inputs to MoP&NG on various policy/pricing and tax related matters.
Sh Niren Bhattacharyya, Additional Director I/c is a Bachelor in Mechanical Engineering having more than 30 years of experience in Oil industry.
He has worked at various level of marketing functions of Indian Oil Corporation.
He has started his career in oil industry since 1991.
Sh Bhattacharyya has joined on deputation to Petroleum Planning & Analysis Cell (PPAC) an attached office of MoPNG in May 2019.
At PPAC he is looking after the country’s data management on supply side covering Crude Oil & Natural Gas(NG) production for both indigenous & overseas, Indian refineries crude oil processing , Import & Export of Crude oil and Petroleum products including LNG.
Also looking after country’s consumption of NG.
Dr Pankaj Sharma, Additional Director I/c – Demand & Economic Studies is Oil industry veteran with over 34 years’ experience.
A PhD in Economics from Agra University and MBA from the Aligarh Muslim University, Dr Sharma joined PPAC in 2021 on deputation from HPCL where he started his career in 1988.
He possesses extensive experience of leading diverse teams in the field of Retail, B2B Business, Operations, Dealer Management, Network Management with drive to make impact on business.
At PPAC he employs his experience in the areas of Oil & Gas data management and analysis, petroleum marketing policies, bio fuels, Energy modelling and demand estimation.
Ms Runita Goswami, Additional Director (HR/Admin and Coordination) An MBA from Gauhati University , she has over 31 years experience in the Oil Industry.
She started her career in Indian Oil Corporation Limited in 1991 at Digboi Refinery, the oldest operating Refinery in the country.
Her areas of experience have been in HRD & Personnel Management, Corporate Communications, Management Services, Employee & Industrial Relations and ERP.
She has joined PPAC on deputation from IOCL , and is leading the team of HR and Administration Division , providing support and looking after the Human Resources functions, procurements through GeM and outside, liaisoning with the Ministry and all associated organizations and responsible for overall smooth Administration and functioning of PPAC.
Sh Bharti Chamoli, Additional Director I/c (Gas) is a mechanical engineering graduate having more than 25 years of experience in the Oil Industry.
He has worked at various levels in Marketing Division of Indian Oil Corporation Limited in field locations as well as its Head Office.
Sh Chamoli joined PPAC in 2024 on deputation from Indian Oil Corporation Limited.
At PPAC, he is looking after management & analysis of Data and Policies related to Production, Consumption & Pricing of Natural Gas in the country.
Sh Jagdish Chander, Additional Director (Marketing & Quality Assurance), is a bachelor’s in mechanical engineering having more than 32 years of varied professional experience with 30 years’ experience in Oil Marketing Industry.
He has started his professional career in 1993 at HPCL.
He is on deputation with PP&AC from Hindustan Petroleum Corporation Limited (HPCL) since April-2024.
He possesses extensive experience of leading diverse teams in the field where he has worked for 17 years at various levels of LPG Business Unit of Marketing Function of HPCL.
He has worked for 11 years at various levels (ERP Implementation, Business Analyst, Business Process Mapping, Business Intelligence) of Functional Unit of Information System Department Unit of HPCL and coupled with experience of handling Quality Assurance activities of Oil Marketing Industry during his last assignment at HPCL.
At PP&AC, he is looking after the country’s data management on Cooking Fuels Marketing, mainly LPG, and co-ordination for activities related to Fuel Testing Laboratory as set up under MoPNG.
Sh Prakash Sharma, Additional Director (IT) is an Engineering Graduate in Computer Science having more than 20 years of experience in IT domain.
He has worked on various technologies in the areas of Web Development, Server Administration and Networking at GAIL.
He has started his career in 2002 at GAIL (India) Limited.
Sh Sharma has joined on deputation to Petroleum Planning & Analysis Cell (PPAC) an attached office of MoPNG in March 2022.
P. Manoj Kumar, an officer from Indian Statistical Service (1998 Batch), joined PPAC as Director General on 2nd December 2022. He secured First Rank in Post Graduate in Statistics in the year 1995 from Calicut University, Kerala. He joined Indian Statistical Service in the year 1998 and has worked at various capacities in several Central Ministries viz. Health, MoSPI, MSME, Rural Development, CBDT etc. He has extensive experience in social sector and handled one of the flagship programmes of Government of India viz. Pradhan Mantri Gram Sadak Yojana (PMGSY).
